The University recently conducted the Orientation on Ease of Doing Business (EODB) Act cum Celebration of National Education Support Personnel Day, a two-pronged initiative that aimed to enhance service efficiency, honor non-teaching personnel’s contributions, and foster a more learner-centered institution.
Aligned with Republic Act No. 11032, known as the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018,” and Presidential Proclamation No. 818, designating May as EODB Month, the orientation focused on discussing EODB Act principles, identifying areas for improvement in the QSU’s Citizens Charter, and developing strategies for service enhancement. Additionally, the orientation was implemented to help promote citizen-focused, transparent, and efficient governance.
Held on May 16, 2025, at the Learning Resource Center, Diffun Campus, the event also recognized the vital role of education support personnel as stipulated in the Republic Act No. 12178, known as the “National Education Support Personnel Day Act.”
In his message, Dr. Hermenegildo F. Samoy, Jr., University President, expressed his delight about the formal establishment of May 16, 2025 as a day dedicated for education support personnel. Drawing upon the adage “It takes a village to raise a child,” he explained the crucial and multifaceted roles of non-teaching personnel in the educational process, implying their integral contribution to the overall development and success of learners.
Dr. Florigold V. Saldaen, Vice President for Administration and Finance and Committee on Anti- Red Tape (CART) Chairperson, organized and facilitated the event, in collaboration with the Information Unit with the support of all units and departments involved. Resource speakers included: Dr. Saldaen, Dr. Elaine May R. Gonzales, Head of Information Unit and member of CART Committee, and Mr. Justin A. Padua, Head of Internal Audit Unit.
The event culminated with a recognition program for high- performing services personnel, followed by a celebratory meal and a social engagement activity.
