Leaders from the University and the Local Government of Cordon, Isabela formalized a partnership on November 28, 2025 with the signing of a Memorandum of Agreement and Understanding (MOA and MOU). The ceremony was held at the Municipal Conference Hall in Cordon.

The agreement establishes a collaborative framework for “Project TECHAdvance: Modernizing Governance and Community Services.” The project is designed to bolster the Local Government Unit’s (LGU) technological capacity, enhance governance efficiency, and revolutionize digital service delivery for its constituents.

In attendance were key officials, including Hon. Florenz M. Zuniega, Municipal Mayor; Hon. Lynn Zuniega Dy, Vice Mayor; Members of the Sangguniang Bayan; and heads of various offices. The QSU delegation was led by Dr. Hermenegildo F. Samoy Jr., University President, and included Mr. Jaimark P. Villamayor, Project Leader; Dr. Elizabeth T. Carig, Vice President for Academic, Research, and Extension (represented by Ms. Rosalinda N. Espaldon); Dr. Jay-R R. Duldulao, Program Chair – BSIT (represented by Mr. Martin Jan Levy Alcantara and Ms. Divine Grace D. Olaño).

This partnership is a strategic move to leverage the University’s technical expertise, providing the LGU of Cordon with critical training and support services. Key initiatives will include office automation and digital records management, website development and ICT standardization, and other technology-driven enhancement activities.

This collaboration demonstrates a shared effort to excellence and continuous improvement, directly addressing the evolving needs of the community with proactive, relevant solutions. The partnership’s initial phase will focus on conducting a collaborative needs assessment with end-users to pinpoint specific areas for modernizing governance and enhancing community services. This will be followed by developing and implementing customized digital solutions, including prototypes, to improve public service delivery.
