The University took a significant step toward institutional modernization by conducting a Workshop on Crafting the QSU Information Systems Strategic Plan (ISSP). The initiative, led by the Information Communication Technology Unit (ICTU) was held today, January 30, 2026 at the Learning Resource Center, Diffun, Campus.

The event was organized to share the University’s digital transformation journey and to disseminate key insights gained by the ICT Unit during the Regional ISSP Workshop facilitated by the Government Digital Transformation Bureau (GDTB – GSSPD) on November 19–20, 2025. It was held at CSU Andrews Campus in Tuguegarao City, which served as the foundation for these institutional updates.

Dr. Cherry Collado, Chief Administrative Officer for Finance, officially opened the proceedings by highlighting thr importance of a Board of Regents-approved ISSP. She explained that every system developed or upgraded under this framework serves as a building block for institutional growth and enhanced public service. Dr. Collado encouraged the participants to engage actively with the activities, expressing her hope that the sessions would prove both meaningful and insightful for the University’s long-term digital goals.

Dr. Hermenegildo F. Samoy, Jr., University President, described the workshop as a vital moment for QSU to embrace digital transformation. He remarked that the workshop is a strategic effort to ignite a comprehensive digital movement. Dr. Samoy challenged the participants to view digital transformation as a collaborative journey, urging everyone to move forward together to build a more efficient and technologically resilient institution.

The technical portion of the workshop featured detailed presentations by Mr. Ray John M. Ramos, Information Systems Analyst II, who discussed the Overview of ISSP, ISSP Process, and Legal Basis for Crafting the Plan. This was followed by an in-depth session on ISSP formulation led by Ms. Mary Grace L. Sadang, Information Technology Officer I. These discussions provided participants with a structured platform to align their specific campus or unit-level plans with the University’s broader digital strategies, helping them identify and prioritize projects for immediate implementation.

Concluding the event, Dr. Florigold V. Saldaen, Vice President for Administration and Finance, commended the ICT Unit and the participants for their dedication to the planning process. She stressed that aligning ICT initiatives with institutional mandates is essential for ensuring that services are delivered with greater transparency and responsiveness.
