Quirino State University (QSU) has excelled in an energy audit conducted by the Department of Energy (DOE) at its Diffun and Cabarroguis Campuses on March 13, 2025, achieving scores of 92.4% and 90.2%, respectively, equivalent to a 5-star rating or Grade A.

The DOE Audit Team assessed the campuses’ compliance with Government Energy Management Program (GEMP) guidelines, evaluating energy performance and identifying areas for further improvement. This audit conducted under the strengthened directive of President Ferdinand R. Marcos, Jr.’s Administrative Order (AO) No. 15, series of 2024, underscores the government’s renewed focus on energy conservation within the public sector.

AO No. 15, issued on January 16, 2024, significantly accelerated the implementation of the GEMP, a nationwide initiative to enhance energy efficiency and reduce monthly electricity and fuel consumption. It empowers the DOE to intensify its efforts in promoting energy efficiency and conservation across all government entities. This order reinforces the legal framework established by Republic Act No. 11285, the Energy Efficiency and Conservation Act, which mandates government institutions to prioritize energy-saving initiatives.

Dr. Hermenegildo F. Samoy Jr., University President, expressed pride in QSU’s outstanding performance, highlighting the university’s dedication to energy efficiency and conservation. He affirmed QSU’s commitment to implementing sustainable practices to lower energy consumption and foster a sustainable environment.

The result of the audit is a testament to QSU’s dedication and effectiveness. This achievement is directly attributable to the concerted and collaborative efforts of the University Administration, the Energy Efficiency and Conservation (EEC) Officer, EEC Focal Persons, EEC Coordinators, General Services Unit and all dedicated officials and personnel.

These remarkable scores reflect the university’s comprehensive approach to energy management and its successful implementation of GEMP best practices.
