University President Hermenegildo F. Samoy, Jr., joined Hon. Junie E. Cua in welcoming PGen. Nicolas D. Torre III and Mrs. Patricia Jane Perbillo Torre to the province during Opening Program of the Panagdadapun Festival on September 6, 2025 at Capitol Hills, Cabarroguis. He also accompanied CHED R02 Education Supervisor Pillar B. Acorda, who graced the 3rd Quirino Culinary Competition held on September 7 at the Provincial Gymnasium.

Under the leadership of President Samoy, Jr., the University has actively participated in the 54th Araw ng Quirino and Panagdadapun Festival.
