𝐀𝐝𝐨𝐩𝐭𝐢𝐨𝐧 𝐨𝐟 𝐚 𝐂𝐨𝐦𝐩𝐫𝐞𝐬𝐬𝐞𝐝 𝐅𝐨𝐮𝐫-𝐝𝐚𝐲 𝐖𝐨𝐫𝐤𝐰𝐞𝐞𝐤 𝐚𝐧𝐝 𝐈𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐧𝐠 𝐄𝐦𝐞𝐫𝐠𝐞𝐧𝐜𝐲 𝐌𝐞𝐚𝐬𝐮𝐫𝐞𝐬 𝐟𝐨𝐫 𝐅𝐮𝐞𝐥 𝐂𝐨𝐧𝐬𝐞𝐫𝐯𝐚𝐭𝐢𝐨𝐧
In response to global energy market volatility and rising fuel costs linked to geopolitical tensions, and in compliance with Memorandum Circular No. 114, series of 2026, issued by His Excellency President Ferdinand R. Marcos, Jr., the University Office will adopt strict energy conservation measures starting 𝐌𝐚𝐫𝐜𝐡 𝟗, 𝟐𝟎𝟐𝟔.
This decision follows a meeting today led by Dr. Alfonso R. Simon, OIC-President, to finalize the University’s strategy for the implementation of immediate energy-saving protocols.

Below is a breakdown of key protocols effective immediately:

𝟏.𝐖𝐨𝐫𝐤 𝐀𝐫𝐫𝐚𝐧𝐠𝐞𝐦𝐞𝐧𝐭𝐬 & 𝐎𝐟𝐟𝐢𝐜𝐞 𝐒𝐞𝐭𝐭𝐢𝐧𝐠𝐬

𝟒-𝐃𝐚𝐲 𝐎𝐧𝐬𝐢𝐭𝐞 𝐖𝐨𝐫𝐤𝐰𝐞𝐞𝐤. To reduce building energy load, starting March 9, 2026, all Campuses of the University will transition to a 4-day onsite workweek.
Faculty and Staff, including those under Contract-of-Service and Job Order, will report onsite from Monday to Thursday on a compressed schedule from 𝟕:𝟎𝟎𝐀𝐌- 𝟔:𝟎𝟎𝐏𝐌. 𝐓𝐡𝐞𝐫𝐞 𝐰𝐢𝐥𝐥 𝐛𝐞 𝐧𝐨 𝐰𝐨𝐫𝐤 𝐨𝐧 𝐅𝐫𝐢𝐝𝐚𝐲𝐬.

a) The Campuses will be closed on Fridays.
b) All communications received by the Guards-on-Duty on Fridays will be processed the next Monday.
c) Faculty members with classes on Fridays are hereby directed to make the necessary adjustments to accommodate their Friday schedules to fit within the compressed 4-day compressed schedule.
d) Employees specifically working on special production projects, e.g., feeding of animals, will be exempted from this work arrangement.

𝟐. 𝐄𝐧𝐞𝐫𝐠𝐲 𝐂𝐨𝐧𝐬𝐞𝐫𝐯𝐚𝐭𝐢𝐨𝐧 𝐌𝐞𝐚𝐬𝐮𝐫𝐞𝐬

a. Thermostat Control: Air-conditioned spaces must maintain a standard setting of 24°C.
b. Air-Conditioning Units (ACU’s) should only be turned on starting 9:00 AM and should be turned off by 5:00PM.
c. Lights & Equipment: All non-essential lights and electronics must be strictly turned off during lunch breaks and after office hours.

𝟑. 𝐃𝐢𝐠𝐢𝐭𝐚𝐥-𝐅𝐢𝐫𝐬𝐭 𝐂𝐨𝐨𝐫𝐝𝐢𝐧𝐚𝐭𝐢𝐨𝐧

Virtual Meetings: Digital platforms are now the default mode for meetings and workshops, especially for University meetings.

𝟒.𝐓𝐫𝐚𝐯𝐞𝐥 𝐑𝐞𝐬𝐭𝐫𝐢𝐜𝐭𝐢𝐨𝐧𝐬

a. Official travel is restricted to “essential and indispensable” functions. Travel will be denied if the objective can be achieved through virtual means
b. Fleet & Fuel Efficiency

All Campuses and offices must strengthen fuel economy through:

i.Trip Consolidation: Reducing the number of vehicle deployments.
ii.Route Optimization: Using the shortest, least-congested paths.
iii.Anti-Idling: Engines must be switched off during waiting periods.
iv.Monitoring: Adoption of the “full-tank method” for precise fuel tracking.

𝟓.𝐓𝐚𝐫𝐠𝐞𝐭𝐬 & 𝐌𝐨𝐧𝐢𝐭𝐨𝐫𝐢𝐧𝐠

a.Reduction Goal: All Campuses are hereby mandated to reduce electricity and fuel consumption by 10% to 20%.
b.Energy Managers: Campuses must designate a Certified Energy Conservation Officer to oversee compliance. The General Services Office (GSO) will be the focal office for this.
c.Monthly Reporting: Consumption data must be submitted monthly to the office of the VP for Administration and Finance.

These protocols are designed to ensure the continuous, efficient, and uninterrupted delivery of services in the University amidst these challenging times.
