The University opened its doors to the community yesterday, February 23, 2026 for the Stakeholders’ Forum on the Fiscal Year (FY) 2027 Budget at the Diffun Campus Amphitheatre. The event brought together students, key officials, and various agencies to take an active role in reviewing the institution’s financial and developmental priorities for 2027.

Dr. Florigold V. Saldaen, Vice President for Administration and Finance, opened the proceedings by welcoming the participants and acknowledging the essential role of the external partners. In his message, Dr. Alfonso R. Simon, OIC-President, described the partner agencies as extended QSU family members. He emphasized that their insights are important in preparing a budget that truly serves the students and all stakeholders. He also thanked the attendees, noting that their participation in the forum is highly valued and appreciated.

Following the presentation of the activity’s rationale by Dr. Ysmael R. Draman, Head of the Planning Unit, the University Directors of core services reported on their respective annual accomplishments and future targets. Presentations were delivered by Dr. Lauro S. Aspiras of Research and Development (R&D), Dr. Fredisminda M. Dolojan of Extension Services and Community Engagement (ESCE), Dr. Rosalyn L. Delizo of Higher and Advanced Education (HES and AES), Dr. Jenalyn M. Sarmiento of Student Affairs Services (SAS), and Dr. Mila T. Benabise of Auxiliary Enterprise Development (AED). To conclude the presentations, Dr. Cherry P. Collado, Chief Administrative Officer for Finance, detailed the proposed FY 2027 budget.

The event transitioned to an interactive open forum after the presentations, allowing stakeholders to share their perspectives on the proposed budget. Through this partnership-driven approach, the University optimizes every peso to deliver tangible benefits for its students and the rest of the institution.
