The University recently conducted a two-day workshop at the VP-ARE Conference Hall, JAA Building, Diffun Campus, to update its Citizenโs Charter. The sessions culminated on Friday, February 20, 2025 with key officials and unit representatives presenting updated office and departmental processes designed to enhance institutional service delivery.
Spearheaded by Dr. Florigold V. Saldaen, Vice President for Administration and Finance and Chairperson of the Committee on Anti-Red Tape (CART), the initiative complies with Republic Act 11032, also known as the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018,” and Presidential Proclamation No. 818. By aligning documented procedures with actual daily operations, the University aims to promote transparent governance and meet the requirements of the Anti-Red Tape Authority (ARTA).
Throughout the workshop, participants focused on the EODB Act principles and the stringent 3-7-20 rule for service processing. Beyond legal mandates, the update fosters a responsive, learner-centered environment, reinforcing the institutionโs reputation as an accountable institution dedicated to its stakeholders.
The workshop also provided a vital avenue for quality assurance, where the outputs of each department and unit were evaluated to ensure they met the high standards adherent to ARTA regulations.
The final outputs are currently being finalized, following the collaborative efforts that began during the initial workshop phase on February 2. Throughout the sessions, Dr. Florigold V. Saldaen; Dr. Elaine May R. Gonzales, Head of the Information Unit; and Mr. Justin A. Padua, Head of Internal Audit Unit, served as resource speakers while Ms. Claudine T. Domingo, Quality Assurance Officer II, led the quality evaluation and consolidation of the outputs.
This initiative not only fulfills national mandates but also strengthens operational efficiency to better serve the entire QSU community.
