In its effort to translate the institutional goals into actionable targets and performance commitments, the University recently gathered its top administrators, directors, and select key officials for the โ€œReview of 2026 Targets and Office Performance Commitment and Review (OPCR) Finalization Workshop.โ€

This initiative, part of the broader 2026 Planning Cycle presented by Dr. Elizabeth T. Carig, Vice President for Academics, Research, and Extension (VP-ARE), ensures that every department is prepared to meet this yearโ€™s institutional goals through synchronized performance commitments.

The morning session commenced with the unveiling of the QSU Strategic Plan 2026-2030, an interdepartmental output approved by the Board of Regents (BOR). Following this, Dr. Ysmael R. Draman, Planning Officer III, presented the institutional accomplishments for the fiscal year 2025, providing a benchmark for the new targets.

To ensure planning assumptions remained grounded in financial reality, Dr. Cherry Collado, Chief Administrative Officer for Finance, delivered a detailed budget presentation anchored on CHED Memorandum Order (CMO) No. 20, Series of 2011. With an initiative to further academic excellence, the officials reached a consensus to increase budget allocations for the Curriculum Development Fund. This decision positions instructional reforms and pedagogical innovations at the forefront of the institutionโ€™s strategic investments.

The program then transitioned into breakout sessions and workshops, where campus administrators and directors refined their OPCR entries to mirror the Strategic Planโ€™s priorities. This proactive approach to resource management aligns budget and procurement plans with performance goals, which can maximize institutional outcomes. To maintain this momentum, Dr. Elizabeth T. Carig and Dr. Florigold V. Saldaen , Vice Presidents, will lead monitoring and evaluation activities throughout the year to keep every department on track toward its targets.

The workshop was a crucial event that aligned administrative efforts with national development frameworks and the University’s vision and goals. By connecting high-level strategy to daily operations, the event fosters the transparency and accountability necessary to propel the institution toward global excellence in 2026 and beyond.
