Following the recent onslaught of Severe Tropical Storm “Uwan,” Dr. Hermenegildo F. Samoy, Jr., University President, led a team of key officials on November 13, 2025 to conduct an on-the-ground assessment across the three QSU campuses. The initiative aimed to gauge the safety and well-being of personnel, inspect the condition of infrastructure, and review the preparedness for the students’ return, as face-to-face classes remained temporarily suspended.

President Samoy, Jr. engaged directly with the personnel, who shared their experiences and concerns in the wake of the storm. Dr. Florigold V. Saldaen, Vice President for Administration and Finance, along with officials from the Project Management Unit, Human Resource Management Unit, Information Unit, and Legal Unit, joined the monitoring activity.

The severity of the onslaught was clearly seen in the Library and several classrooms at the Maddela Campus. Severe structural issues were also identified in specific facilities used by the College of Health Sciences at the Diffun Campus. These damages were attributed to the strength of Storm “Uwan,” with a Tropical Cyclone Wind Signal (TCWS) No. 5 recorded in Nagtipunan, proximate to the Maddela Campus, and a TCWS No. 4 reported across the rest of the province.

Parallel to the monitoring activity, faculty and staff across all three campuses participated in a mass work effort this week. Their collective action is geared towards preparing the campuses for the resumption of face-to-face classes scheduled for Monday, November 17, 2025.

The report on the extent of the damage to the campuses is still being finalized. The Project Management Unit is currently compiling the data from the three campuses, which is expected to quantify the infrastructure losses sustained by the University due to the recent storm.

The University extends deep gratitude to the personnel from Quirelco, the Provincial Disaster Risk Reduction and Management Office (PDRRMO), the Philippine Army 86IB, the General Services Unit, faculty, staff, and all volunteers who immediately responded and provided help in the clean-up and recovery efforts following the storm.
