In a move to promote transparency and public accountability in the institution, the Universityβs Information Office (QIO) held the βOrientation on Freedom of Information (FOI) Program cum Distribution of Flyers and Brochuresβ on September 16, 2025. The event was conducted at the Learning Resource Center, JAA Building, Diffun Campus, as part of the “QSU Synergy” program organized by the Human Resource Management Office (HRMO).
The initiative is in line with Executive Order No. 2, Series of 2016. This order mandates all government agencies in the executive branch, including state universities and colleges, to make government information available to the public. It operationalizes the people’s constitutional right to information, ensuring that citizens have access to official records and documents.
During the orientation, Dr. Elaine May R. Gonzales, QIO Unit Head and FOI Focal Person, delivered a lecture which detailed the procedures for requesting information through standard and electronic modes. Dr. Gonzales also explained the different types of information covered under the FOI Program and provided a preview of the QSU FOI Manual, which is accessible on the institutionβs official website.
The distribution of FOI Information, Education, and Communication (IEC) materials took place before the training officially began.
Currently, the FOI team is led by Atty. Ronalyn L. Barawid, Head of the Legal Unit, as the FOI Decision Maker. The FOI team members include: Dr. Gonzales as focal person and University FOI Receiving Officer (FRO), Ms. Eula Jane M. Tamayo as FRO for Diffun Campus, Ms. Damesdale F. Mabunga as FRO for Cabarroguis Campus, and Ms. Jhoenna-Marie S. Alvarez as FRO for Maddela Campus.
Additionally, Dr. Florigold V. Saldaen, the Vice President for Administration and Finance, chairs the FOI Appeals Committee. Meanwhile, Mr. Rodrigo H. Castillo, Jr. and Mr. Jay Ar L. Dultiao are in charge of website postings and creating informational materials for the program.
This event demonstrates the Universityβs initiative to promote a culture of openness and good governance.
