The University recently conducted the Stakeholders’ Forum on the FY 2026 Budget on Wednesday, February 19, 2025 at the Learning Resource Center in Diffun Campus.
The forum aimed to present the proposed budget, gather feedback and recommendations, achieve collaborative decision-making, and encourage stakeholder involvement in budget monitoring and implementation.
In his opening remarks, Dr. Hermenegildo F. Samoy, Jr. , University President, emphasized the importance of strategic investment, budget transparency, and wise spending for the future benefit of stakeholders. He encouraged the participants to share their ideas and inputs to target the university’s plans.
The event featured presentations from key officials. Dr. Elizabeth T. Carig, VP for Academic Research and Extension, presented the accomplishments and targets for the Higher Education Services (HES) and Extension Services and Community Engagement (ESCE) departments. Moreover, Dr. Lauro S. Aspiras, University Director for Research and Development (R&D); Dr. Jenalyn M. Sarmiento, Director for Office of the Student Affairs and Services (OSAS) ; and, Dr. Emma D. Aspiras, Campus Director for Auxiliary and Enterprise Development (AED) showcased their department’s key accomplishments and targets. Additionally, Dr. Cherry P. Collado, Chief Administrative Officer for Finance, presented the University budget proposal and targets, and discussed the Philippine Development Plan which is useful in realizing the university’s contribution to national development.
One of the stakeholders, Mr. Jhimcelle V. Salvador, OIC-Assistant Center Director, represented ATI-Region 2, discussed about the e-learning platform which offers various courses, enabling students to learn agri-fishery courses that can enhance their knowledge and skills. He invited QSU to send students for On-the-Job Training (OJT) in their agency and announced more opportunities of internship programs in Taiwan, Japan and Israel.
Facilitated by the Planning Unit, the forum convened key officials, student leaders, and representatives from various government agencies, including the Department of Science and Technology (DOST), Department of Trade and Industry (DTI), Department of Agriculture (DA), Department of Environment and Natural Resources – Provincial Environment and Natural Resources Office (DENR-PENRO), and the Provincial Government of Quirino (PGQ). The external stakeholders shared their programs and services, and participated in evaluating the universityโs new proposed targets.
Through this forum, QSU reaffirmed its commitment to a stakeholder-driven budgetary process, ensuring that financial planning is responsive, transparent, inclusive, and aligned with the university’s mission of delivering innovative, relevant, and sustainable education and development programs. I QIO
